The same principle that holds Walmart prices down. The same reason nearly everything we buy is cheaper than if it were made here. And why our manufacturing is over there instead of over here.

We cost more because we pay more to make it.

You can pontificate about nebulous concepts like "competing smarter" but you can't really describe what that means in real terms. For example, how do you pay soldiers "smarter?" How do you pay ship builders "smarter?"

They steal our R&D. How do we do that "smarter?"

Yeah. Russia is testing us. They want to see how far they can go without unacceptable consequences. If we debilitate our military forces much more, they will be able to do whatever they want with no consequences. Is that what you want?
