My thought is that pursue a single payer with Payroll deduction off every check or if one's means are cap gains then on a cap gains levy. This way EVERYONE pays. Everyone might also be paying the same percentage. Put it on payroll tax so that those who don't file federal are still paying in. You DO get a free ride - until you start working. But that's OK. There is no mandate - you're in at birth.
