There is a great fear I have when something like SS is approached. There are powerful forces in this country who would like to see it dismantled. That scenario you describe has been going on for decades. In the 80s down in FL where I lived my folks and all their retired friends had a good gig going with those SS checks.
However the program has been enormously successful helping the elders who aren't working on their short game in Orlando, the ones who need it to help with housing, food and the cost of living. It is a system we mostly all have contributed to. In that case, it is not per se an "entitlement".
Means-testing is a tricky proposition also, but I would say that IF you are living in some retirement living real well than good FOR YOU. You succeeded - you did great. Maybe in those cases - we arrange for you to get back every dime you put in, but no more than that. And for those - for whom it was designed, the less fortunate, we continue support payments. ALSO - we LIFT THE CAP. Why some schmoe working an assembly job 40 years pays SS tax on every dime of his income while an investment banker pays SS on 10% of his income - ain't right.
Just some thoughts.
