probably because they are more likely to have involved parents. so the answer to your question is it's not a good comparison.

do you ever modernize your office? do you ever upgrade your compute equipment? do you ever upgrade your xray machine?

this is just one branch's assessment. i agree there is also lots of waste and that needs to be addressed. clearly.
