Most are Non-Refundable & any excess will not be refunded.
However, with Refundable Tax Credits,'you can receive a refund for any amount greater than what you owe.
Of course, however, the difference between that & welfare is that in order to receive the tax credit you've created &/or developed an income producing benefit!
