Because ' wealthy, insurance companies, drugmakers etc' are the only people paying into the federal tax base..

The Top 1% pay 43% of Federal income taxes collected..
The Top 20% pay 84% of Federal income taxes collected.

The Bottom 20% TAKE BACK 2.2% of Federal income taxes collected
