Sure, build a manufacturing plant in the middle of the Ozarks requiring 1000 workers. How man from that pool of 600+ are qualified? What about logistics of raw materials? Any rail/intermodal hubs? How are the highways for rapid access to major cities for distribution?

Believe it or not, the Ozarks used to have manufacturing. Brown Shoe and Paramount Cap both had several factories. But until you can compete with cheap imports those jobs aren't coming back.
