CCSS (as well as the National Mathematics Standards and the Next Generation Science Standards) asserted students should ultimately become better at problem-solving which is far more than stating the correct answer. Knowing what methods to use when and how and why, as well as the ability to explain and justify your mathematical reasoning is exactly what great engineers do.
If a student identifies the correct answer, it doesn't mean he or she can transfer that process to a slightly different or more complex problem even in another context. Finding the answer AND explaining/justifying the process is critical.
