Do you see your mix up now? My post did not say that restrictions were placed on the fed govt, I said that it places restrictions on governments (if any restrictions are needed at all). The commerce clause grants a power to Congress to restrict the state governments from inhibiting free trade, i.e. regulating commerce.
As for the power of the fed government to inhibit free trade, it does not exist as no such authority is granted in the Constitution.
You understand this. Or at least, you used to.
