Governments at either the state or federal level. The commerce clause gave the federal government the power to regulate rules of trade between individuals that happened to live in different states or countries.
The Feds should have no business in purely intrastate trade. When it comes to interstate or international trade then the congress most definitely has the power to regulate (set rules, tariffs and quotas). It does not matter how archane a definition you choose to use this is very simply spelled out in the constitution.
