The AD has an obligation to manage the project with the best stewardship.

I have managed construction projects. Cost overruns should only be for extra work required to complete the project, such as deeper piers because of unstable soil, or changes which benefit the project that are at the AD's discretion. The AD can choose a general contractor that will specify a max price and refund money if the project comes in under budget.
