i really don't get your position of only wanting to be reactive. thinking we can ONLY do something better if there's a hole in the system. well i contend the vetting system is crap b/c i have had 1st hand experience doing it and also working for the UN. just can't be done. and even if i agreed with you and said it's working perfectly that doesn't mean it can't be better and improvements can't be made.
