don't have functioning governments, other than Iran with whom we do not have diplomatic ties.
other countries such as Saudi Arabia and Pakistan while certainly knee deep in terrorists have governments. they have bureaucracies and state intelligence services that at least on paper nominally cooperate with us. as i've stated before maybe we shouldn't be trusting them but that's another argument. and trumps EO said specifically other countries could be added when deemed appropriate and that it wasn't necessarily limited to these 7.
