Iraqis. Obama didn't ban them with an EO he just ordered DHS to stop processing them for immigration for 6 months.
if challenged Trump can use the same argument Obama tried to use when he wanted to give amnesty to "dreamers" via EO. Obama Admin argued they were simply using prosecutorial discretion due to limited resources and thus not making "dreamers" a priority.
they lost that case not b/c of that angle but b/c his order conferred benefits upon them.
Trump should simply order DHS to not process anyone, temporarily, from those 7 countries and then just say well it's my admin's discretion and due to the limited resources we will be concentrating on vetting people from other countries.
