as there'll be gov't (taxpayer) money in the deal, and there always will be now, I think the easiest and potentially the cheapest way to do it is to have single payer and SET PRIORITIES in it, with some maladies either ignored entirely or only addressed if money is left for that year.
That, of course, will never happen. Pols have no balls. (Kind of catchy, isn't it?).
In healthcare, we're still screwed.
And your example is illustrative. Maybe biggest reason HC is costs so much is because....it costs so much.
