Numerous laws have been struck down because the wording of the law was unconstitutional even though lawmakers stated that they had meant something different.
You cannot judge what someone had in mind only what they put on paper. Trump could have said he hates Muslims and will never allow one in this country, that would have no impact on the reading of this EO. It must stand on tits merits alone.
