all charge at least 50% more there has to be a reason.
I don't believe that they would choose the most expensive vendor simply because their prices were the highest. Someone somewhere other than the vendor was making out on the deal.
When I was in KCMO we had to order all of our basic supplies through a single vendor. Most of their prices were double to triple the cost at any local store. Even though we asked if we could use different vendors every year they were always the only one. The money they made off of KCMSD was disgusting.
