It really has to do with social economic status. Suburban blacks do just as well as whites for the most part. Intercity blacks do not unless the parents are doing well.
Look at the Independence Mo school district which is predominately white or The Springfield Mo. area look at the success rate of the lower income kids compared to the middle to upper income kids. They are in a different world. it would be interesting to take a look at the students from Lincoln prep in KCMO PS and view the social economic class of the parents
