is not an initiation of force. No one has the right to initiate force against one who is not using/has not used force himself. If you saw someone being attacked and intervened, you would not be initiating force.
Government does not have rights. Government's very existence is an infringement on rights. So no, the US gvmt does not have a right to defend refugees.
But let's say for a moment it has a responsibility to do so. Since gvmt cannot create or produce, where would it get these resources? It would get them from you and I and our neighbors through force, theft, and threat. And that is exactly how gvmt exists and procures: by force.
