is someone seeking refuge. From what? From the threat of imminent physical harm that will be visited on them by warring factions.
You can take the position that we should not be initiating force on others, but if our "purpose" is to defend these folks, then we're simply pre-emptively stopping the initiation of force by one group on another.
Or, you can say that only they have the right to defend force against them, in which case, the most-armed or most physically capable will always win (unless God intervenes with a rock in the slingshot for the religious crowd).
