5.4 two-star ratings are their default. That is not an indication that they've evaluated him so much as they don't make profiles with no rating attached. It's basically filler.

Which doesn't really make it better. The kid should have been evaluated some time ago given he wasn't exactly a kid from the middle of nowhere.
