ton of money on outreach programs helping the poor, young and elderly.

Even though those programs give lots of food, money and other help to the poor people like spanky would not count it as charity because it is also ministry work and they would claim that money used in the hopes of recruiting new members is not charity. Ask the people who get food, clothes, money and child care from these churches if it is charity or not.
