worker cuts are definitely not in order for the most part. The number of federal employees is lower now than when Obama took office. For example, the IRS, the collection arm of the government, has 31% fewer employees than it did in 1998, and half of its employees are currently eligible or within one year of being eligible for retirement. The IRS needs to hire people. Currently, every new revenue agent on average collects 8-13X his salary just in previously owed yet unpaid taxes. Hiring more agents would go a long way to closing the $404 billion (and growing) revenue gap, not to mention just cover the likely mass attrition of IRS employees via retirement.
