divide and make it larger. There are two points to an education system. First is to educate the public (obviously). The second is to give everyone an equal chance at a positive outcome. Education is the great equalizer. Voucher systems pick the winners of the poor and help them, but then leave the poor even worse behind.

I do not pretend to know the answer, other than it is a HUGE hurdle, but to me, with a voucher system you make the poorer neighborhoods even worse, and the gang and violence system even more prevalent as that become their best opportunity.
