in a school instead of allowing those that want something better to leave?

The broken schools are already broken, you are not going to make them more broke. But many students trapped in those schools could be saved if they were offered a lifeline.

Yes, there are many bad charter schools but charter schools have been a savior for an uncountable number of kids.
