That's incorrect. She is already a citizen. Providing evidence of citizenship may be required to gain access to some of the benefits.
"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
Being a thing and proving the thing are two different things.
