she can't get a job, board a plane, get a driver's license, vote or do any number of everyday tasks that the rest of America takes for granted
...why? because the state, who determines whether you are a citizen or not (not you), will not allow her, despite her being born here.
if you do not do the state-required paperwork, they punish you. i'm willing to bet she's still eligible to be incarcerated for breaking US laws.
