Nowhere does it say there is not a requirement for proof of eligibility.
If she cannot documente that she was "born or naturalized in the United States, and subject to the jurisdiction thereof..." then she may be out of luck....
How is one to know she wasn't born in Canada and kidnapped by the Penningtons and that's why there is no birth certificate and why she was home schooled.
