Control inflation and ensure full employment. The fed can do a good job of controlling inflation but it has little impact on employment. The inflation floor is an attempt to meet the second part of the mandate.

Personally, I think they should eliminate their focus on employment. The fed should only be concerned with inflation and ensuring liquidity in the market.
