Wasn't intended to be. It is a multi role aircraft replacing F16,F18, AV8 Harriers, and some A10s. The aircraft will drop ordinance,missiles, and is very capable of shooting down other planes. It will however do that using technology and radar evading signature so that that it fires before the other plane actually ever sees it. By the way there were over 4600 F16 produced so even if they produce the stated number they are downsizing.

The F22 is the new air to air superiority fighter. Which replaces the F15
