Unfortunately, this isn't an isolated situation.

It has shown up multiple times, in multiple countries, in multiple decades.

If it was a one off type situation we might consider it to be an anomaly. Instead, it almost seems to be the norm. It is at least a lot more common than people would like to believe.

Please explain why this message is being reported.
