It would be up to you guys to hammer out the details, but I would envision it as something along the lines of a resolution that he would propose and prove/defend. eg
Be it resolved that
1. Bush & Co masterminded 911 OR
2. Bush & Co knew 911 was coming but deliberately allowed it to happen (or aided and abetted those who planned it) OR
3. The 911 investigation was seriously flawed and a new investigation should be opened up. OR
Whatever the two of you could agree to.
Maybe give a day or two or whatever for him to put together a synopsis of what he believes and the outline of his premises that prove his resolution.
Then a few days or whatever you would need to put together the reasons you believe he is wrong, which premise(s) you believe to be in error etc.

Then he replies with the details to back up his claims... you reply with counter arguments on some/all of those details... he responds to your criticisms & you respond to his reply to your critique, etc.
After 2 or 3 or however many of those you two feel would be appropriate to make your points, each of you closes with a summary to wrap it all up.
Then we have a Tigerboard vote to select the winner of the $150 Tigerboard prize Nick puts up.
