warning US visa express was initiated where Saudis could get a passport from their travel agent, a number of the terrorists came in this way. The person responsible was later promoted

Would the 4 (or less) hijackers that went through the 'express lane'(or entered the US after Bush was inaugurated)have been denied entry by Clinton or through the 'regular' visa process?
