government shouldn't leverage its buying power to get a) lower prices b) better quality of services c) choice of doing businesses that help or harm states and citizens.

What's your argument - you keep saying it's an issue.

What's the issue? the alternative, as I see it, is the federal govt doesn't discern anything? buys from companies offshoring jobs, maybe charging more for less, etc.
