that they still cannot afford to actually use.

You do realize that for someone in poverty there is no difference between having a health care plan with a $4000 deductible and not having a plan at all, right?

The cost for getting 20M people a plan that they cannot use was to break the system for another 50M people who can no longer afford to use their plans when they had effective health care their entire adult lives before.
