East Liverpool Ohio Officer Kevin Thompson was off-duty when he observed a dark Ford Explorer swerving in and out of traffic, crossing over the double yellow line, and almost colliding into the back of a school bus dropping off students. The vehicle stopped for the bus, and then did not start forward again when the bus left.
Officer Thompson quickly ran to the vehicle and removed the keys after what he saw inside. James Acord, who was driving, was going in and out of consciousness. He was trying to convince officer Thompson that he was driving his girlfriend, Rhonda Pasek, to the hospital. Pasek was flopped over like a corpse in the front passenger seat. Officer Thompson observed a folded piece of paper on the seat between Pasek’s legs containing a pinkish-brown powdered substance which was later identified as heroin.
Just behind the two comatose adults sat an alert but highly confused little boy. Pasek’s innocent 4-year-old son was thankfully strapped into a car seat in the back.

Fire Rescue responded and administered Narcan. Narcan is a prescription medicine that blocks the effects of opioids in order to reverse the effects of a heroin overdose. Rhonda Pasek and James Acord regained consciousness after the Narcan took effect. They were both rushed to the hospital where they remain in stable condition.
Acord was charged with operating a vehicle while intoxicated, endangering children, and slowing or stopping in a roadway. Pasek was charged with endangering children, public intoxication and not wearing a seat belt.
Columbiana County Children’s Services responded and took custody of Pasek’s child.
Since 2001, deaths due to heroin overdoses have exponentially increased. 2001 had just under 2000 incidents where users died from overdoses, while 2014 sky rocketed to over 10,000 incidents with more occurrences each year.

Per pickle's logic they weren't infringing on anyone all that much, other than stopping in the road. He missed the bus. No injuries. No property damage.
The police & fire department infringed on his rights, not only by their very existence, but because they took the keys out of his car. Even worse, they took the mother's child into protective custody and charged them as listed above. At least they didn't charge them for illegal drugs, just public intoxication.
