to do:
1. Repeal 14th amendment.
2. Establish a good ID card for immigrants/non-citizens.
3. Fine employers who hire them unless part of a guest worker program.
4. Charge them for public schooling.
5. Deport for at least felonies.

The first one by itself would be YUGE in this regard.
