would indeed be easy to do for anyone with access to the machines. If I recall, a Penn State(?) team showed that they could inject a virus in less than a minute that could change a percentage of the votes and then erase itself at the end at which point it could not be detected by anyone.
Another problem with the electronic machines is that they could be programmed to change a certain percentage of the votes from one candidate to the other as it goes. The people voting would never know it. They can't see the vote recorded on the roll of paper inside the machine. Even if they did a recount on a machine that had been hacked or that had a bug in the software etc. it wouldn't be able to correct the error.
I think they should do all of them on paper ballots that people mark with pens so they can see how they voted. Those paper ballots can be kept and can be recounted manually &/or electronically again should the need arise.
