If the purpose of colluding was to charge above-market prices (which usually is the purpose of colluding), then there would be a profit making opportunity for a non-colluder to come in and create the good and sell it at the market price. Seeing that they would be selling at a lower price than the colluders, the colluders would not make any additional sales (except to the most loyal of customers).
