the collusion of certain markets so that there would be unbreakable monopolies (as enforced by law) within that market?
My thought on that is that it would lead to a gross undersupply of that good, higher consumer prices, and a waste of resources in the productive process of creating that good (even if it led to an undersupply).
So, that sounds like a terrible idea for the benevolent dictator.
