This is up to each individual to work through and solve for themselves.
Thugs with hollow point bullets or exotic medical procedures won't be solving it, though they can certainly do a ton of damage.
Alternatively, compare the society you're cheering for with a group that has given themselves full access to drugs of ANY KIND but does not partake because they've fully outgrown them.
One of these groups has mastered drugs, the other is a giant tragedy waiting to happen. I'm afraid you're lobbying for the latter...
