massively destructive when abused.
Alcohol being one of the worst.
As for enforcing lifestyle choices with hollow-point bullets - that's been tried - Kublai Kahn and his followers are all dust and we don't even remember, any longer, the civilization they attempted to build.
So forget it, doesn't work. Legalize all drugs, tax the hell out of them, and let those who can survive them survive the wiser...
