because we kind of created the situation. I think we have to for the security of that portion of the world. We neutered Japan after WWII and we wound up picking up a lot of responsibility. The unfortunate thing is that it's not an agreement or treaty that obligates us, it's the fact that we created their government to be militarily weak. They can amend their constitution, but like you said...why would they?
