Probably felt compelled to if he had violated their rules for discharge of a firearm but was still complaint with state laws.
And he was a threat if he was driving off with the officer's arm stuck in the car.
Just look to the article above about the Chicago man with his HAND stuck in his carjacked car and being dragged down the street.
