and by definition some are not as good at their jobs as others.

But cities hire police officers in large groups, and they do not pay enough to attract top candidates. Add in the fact that there is a lot of political pressure to hire to fill quotas rather than to hire the best candidates available, and you get a culture where skill and intellect are the not the most important things considered.

The job of a police officer is extremely difficult, and it has a LOT of risk, both in terms of liability and risk of physical harm to themselves. Yet a lot of cities do not require any education past high school for police candidates, nor do they provide adequate ongoing legal education to them once they are hired.

And at the end of the day, people of all ages, races and education levels are subject to making bad decisions or letting emotions affect their actions.
