Stop acting like it is some sort of free market. It is a centrally-hampered industry.
If there are other socialist countries with less "costs", then those countries do a better job of hiding the real costs in taxation. Also, I would call that a race to the bottom.
Better access to health care comes with greater and more informed supply of health care. There is not a single instance where the government can meet this goal better than a market of free individuals responding to market signals sent by consumers.
Let this be known: You CANNOT create something from legislation alone. You can only shift and hide costs.
