Most R&D is done at universities and provided through public support. The BULK of pharmaceutical costs is marketing. I am not sure if you are familiar with the technology of television. But if you have chance upon it, watch for these ads. They pervade. Health care costs in fact began their skyrocketing climb I think in the 90s when the Ban - and we DID used to ban these ads like everyone else - was lifted.

This isn't hard to see.
