install and maintain them.
If it is cheaper to manufacture things that should engender more manufacturing for things people would like, but couldn't afford before, or that hadn't been invented, researched and designed before.
If other nations are enjoying bmajor job growth that would seem to indicate that there is some demand for people to do things.
I've heard from several employers that they have trouble finding people who are motivated to work.
Some have trouble finding enough workers that can pass drug tests, or who are willing to take them.
