limits it to something done while in office. It simply states that it is for high crimes and misdemeanors. Pay-for-play in the state department and mishandling of classified information would both rise to that level.
B. Wrong as well - Pardons are for criminal charges. Impeachment is not a criminal charge, it specifically states that the only penalty is removal from office and a proscription from holding further offices.
