I don't see how you could come to that conclusion.

A rogue programmer & his buddy that does maintenance at the local election office could probably rig some voting machines, with the party of the candidate(s) they're rigging it for being completely unaware of what they are doing, much less EVERYONE being in on it.

A wealthy enough client could probably get a professional, top notch burglar or two to gain access to a room or two or more of those machines, no?
